Collects operational data from other modules of the space
elevator
Converts every 50 collected operation data into 1 point of
interstellar engineering research points
The converted research points will be stored in the data crystal
of the universal data hatch
When the power module level of the space elevator is n, the
number of runs needed for each collection is multiplied by (4/
(3+n))
When connected to the space station, the converted research
points are doubled
